Belgium’s 2026 Plain Packaging Rules: Is Your Tobacco Pouch Artwork Compliant?
A practical guide to pouch colors, typography, product names, manufacturer details, warnings, barcodes and artwork approval – written for packaging buyers, brandteams and converters.

What changed on 1 June 2026?
Belgium expanded standardised packaging to more tobacco, herbal smoking and related product categories. The rules control the pack’s appearance, not just the health warning.
The buyer’s one-minute summary
Use a matte Pantone 448 C exterior. Keep the visible interior matte white or matte Pantone 448 C. Use Helvetica and matte Pantone Cool Gray 2 C for permitted printed information. Treat the applicable health warning and the final approved dieline as category-specific requirements.

IMPORTANT SCOPE NOTE
Nicotine pouches, CBD pouches and oral tobacco such as snus are prohibited in Belgium. A compliant plain-pack design does not make a prohibited product legal.
Five details that are oftenmisunderstood
These corrections prevent artwork revisions after cylinders, plates or digital production files have already been committed.
01 The font is 12 pt, not ‘under 14 pt’
The trade or commercial name is set in Helvetica regular at 12 pt. The 14 pt limit appears in a different context, including certain information on outer packaging.
02 The pouch interior is not white-only
The visible inside may be matte white or matte Pantone 448 C. State the selected interior in the specification so the laminate and converting team work from the same instruction.
03 A retail barcode and a traceability ID are different
A standard commercial barcode is permitted under the appearance rules. Tobacco traceability uses a separate unique identifier, typically encoded in a Data Matrix, QR or DotCode format.
04 Manufacturer details do not belong on the front
The complete manufacturer block appears once on one face other than the front: name, full postal address, email address and telephone number.
05Warnings depend on the product category
Do not copy a warning from another tobacco format. The wording, languages, size and placement must follow the category-specific Belgian template.
Practical rule
When the regulation specifies an exact value, place that value on the e-proof and purchase specification. Do not convert it into a looser internal guideline.

COLOR CONTROL
- Pantone references define the production target. A
monitor, office printer or PDF preview cannot prove the final color or gloss level. - Ask the converter to confirm the ink reference, substrate, lacquer and measured finish before mass production.

THE SUPPLIER’S ROLE
A good flexible-packaging supplier should flag production conflicts, show seal and zipper zones, identify color and finish specifications, and issue a clear e-proof. Legal product classification and market approval remain with the manufacturer and Belgian importer.

Questions customers ask before ordering pouches
Short answers help sales, purchasing and design teams make the same decision.
Can we use a slightly different brown?
No. The specification is Pantone 448 C with a matte finish. A visually similar CMYK or RGB brown is not the stated legal reference.
Must the inside of the pouch be white?
No. The visible interior may be matte white or matte Pantone 448 C. Confirm the selected option in the laminate and pouch specification.
Can the product name be a logo?
No. Treat it as regulated text: Helvetica regular, Pantone Cool Gray 2 C, matte, 12 pt, one line and no more than three words.
Is a normal barcode compulsory?
A normal commercial barcode is permitted, but the plain-pack appearance rule does not make it universally compulsory. Customer and retailer requirements may still apply.
Can we reuse a warning from another pouch?
Only if the legal product category and official template are the same. The importer or compliance owner should approve the exact wording, language, area and position.
Who gives the final legal approval?
The manufacturer and Belgian importer should confirm market compliance. Belgian enforcement authorities make the final determination during inspection.
