The candy packaging bags usually are colorful and attactive,and flat bag and stand up pouches are the popular bag type of the candy pouches,and the normal candy pouches can be two layer,three layers or fourlayer,the most popular material is BOPP/VMPET/PE,it's three layer,matt surface,outside layer is BOPP,or you can use PET,it used to be printed the artwork;and middle layer is foiled layer,it has great perfomance on blocking the oxygen,moisture and UV light to protect the product inside from oxidization;and the inner layer is PE film,it's FDA approved food grade plastic film.

You also can use two layers bag,without the foiled layer if you don't need higher barrier.Just like the below picture shows:
It also can be paper pouch,in this case we will add kraft paper in the middle layer,if you still wanna higher barrier,then we will also add Al foil layer,then the bag will be four layers,printed layer/paper/AL foil layer/inner layer,if you donn't need so high barrier,then it will be three layers,printed layer/paper layer/inner layer.Picture as below:
